The Hanoitimes - Hanoi Party Executive Committee has recently opened the eight session to review the five-year implementation of the Politburo’s Resolution No. 11-NQ/TW dated November 6, 2012 on orientations and tasks for the capital city’s 2011-2020 development and implementation of Capital Law over three years.

According to the report of Hanoi Party Executive Committee, in the first quarter of this year, the city’s gross regional domestic product (GRDP) increased by 7.06 percent, the industry-construction sector grew by 6.99 percent, the service sector by 7.26 percent and the agricultural sector recorded growth of 0.54 percent. The industrial production index (IPI) of Hanoi posted a year-on-year growth of 5.8 percent.
In the first quarter of this year, Hanoi received 6.13 million arrivals, up 7 percent over the same period last year. Thanks to the high number of visitors, tourism revenue is estimated at VND 18.1 trillion, saw a year-on-year growth of 9 percent. The city’s export turnover was estimated at US$ 2,385 million, representing a year-on-year increase of 2.1 percent.
Hanoi recorded 122 new foreign-invested projects with a registered capital of US$580 million. It also witnessed the establishment of 5,783 enterprises with total registered capital of over VND 44 trillion, up 11% in number compared with the same period in 2016. In Q1, the issue of raising awareness, discipline, responsibility and service quality among the city’s officials and public servants continued to be accelerated. The city also continues drastically implementing administrative reforms and improving the investment environment.
In the period, the capital's investment environment was improved as well, the city is 10 spots higher in the provincial competitiveness index, ranking 14th out of 63 provinces and cities – its highest ever ranking. Especially, the city also strengthens implementation of measures to intensify inspections and punishment of violations relating to traffic and urban order, control the pervasive encroachment of cafes, beer joints and cars on sidewalks. However, Hanoi People's Committee also pointed out shortcomings and problems in the implementation process of Resolution 11 and Capital Law.
In the remaining months of 2017, the Hanoi People's Committee sets out six key tasks, measures, including: continuing drastically implementing administrative reforms and improving the investment environment; improving the competitiveness index in five low indicators, namely market participation, access to land, transparency and access to information, equal competitive environment, and the municipal authorities’ dynamism and pioneering; reviewing, revising and supplementing mechanisms and policies towards openness and transparency, aiming to make them more convenient for both the people and enterprises; implementing measures to remove obstacles for businesses, accelerating domestic and foreign investment attraction and removing difficulties related to administrative procedures for domestic investors in all fields; attracting investment in IT development and supporting industries; continuing performing the tasks of managing the order and construction of urban, ensuring environmental sanitation; effectively implementing social policies, ensuring political security and social order and safety.
