The Hanoitimes - Chairman of Hanoi People’s Committee Nguyen Duc Chung yesterday presided over a meeting with officials of the City’s departments, agencies and districts to assess socio-economic situation in the first quarter and specify tasks for the second quarter.
Further effort is made to improve investment environment. City officials dialogued with enterprises to help them ease difficulties and promote production and trade, while increasing popularization and guidance to assist businesses in fulfilling tax settlement. One Stop Shop mechanism is launched in airline customs; inter-disciplinary working groups are founded to handle problems in registering and issuing certificate of land use right, house and property on land ownership. The city performs its pledge to give loans according to connection program between banks and businesses, and promotes application of information technology to encourage online business registration.
Civil servants’ sense of responsibility and discipline are improved significantly. Agencies and units strictly comply with regulations, and get back to work promptly after the Lunar New Year holiday. The city urges more effort to apply IT in management, operation and simplify administrative procedures; software with share database is developed for state agencies at all levels, and online business registration is encouraged. Thanks to the activities, administration reform is enhanced, and Hanoi's PCI leaps 10 places.
According to report of the Authority of Plan and Investment, Hanoi witnesses good growth in economy in the first quarter. Gross product increases around 7.06%, higher than the same period last year (6.95%), in particular service sector up by 7.26%, industry and construction 6.99%, and agriculture 0.54%. Total sales and service revenues go up by 7.6%, lower than the same period last year (9.9%); retail sales increases 7.1%. The city welcomes 6.13 million arrivals of tourists, which is 7% higher than the first quarter of 2016; international visitors are 1.27 million, a year-on-year increase of 10%. Total revenues of tourism are estimated at VND 18.1 trillion, up 9% compared to the same period last year.
Along with progress, city leaders pointed out shortcomings in administration reform, such as complicated process of some administrative procedures, poor attitude of civil servants, and low performance in several sectors like planning and architecture, investment construction, natural resources and environment. The city still witnesses low effectiveness in tourism management, people’s low sense of law compliance, traffic accidents, congestions, and shortcomings in food safety management, especially alcohol poisoning control. As part of activities to support enterprises, Hanoi will take measures to help them access loans with preferential interest rate, and create favorable conditions for agriculture, rural development, production for export, supporting industry, small and medium enterprises, high-tech businesses and performance of social security tasks.
The City will make further effort to reduce the size of workforce and streamline operations of administrative agencies. Units must have working regulation which specifies responsibility and mission of each staff. Departments and agencies will prepare for Investment Promotion Conference 2017, take healthcare and disease prevention measures, increase inspection of food safety and control over product origin, and prepare for high school, university entrance examination and enrollment.
