The Hanoitimes - One of the important tasks of the Hanoi Tax Department in the last 6 months of 2017 is to focus on identifying enterprises with high risks, or potential for higher rate of tax collection in accordance to certain categories.
This is the conclusion at the meeting on performance review of the first 6 months of the Hanoi Tax Department on July 10 and chaired by the Vice Chairman of Hanoi People’s Committee Nguyen Doan Toan.
Budget revenue increased by 18%
Identifying the difficulties in tax collection for 2017, since the beginning of the year, the Department of Taxation has actively implemented many solutions accordingly. As a result, the tasks achieved positive results with total collected budget of approx. 94 trillion VND, fulfilling 50.1% of the draft ordinance, an increase of 18% over the same period.
The Vice Minister of Finance Mr. Do Hoang Anh Tuan commented: "With many prioritizing solutions to support and solve difficulties for enterprises, in the first 6 months, the number of enterprises in the area that has achieved good results is approximately 124.000. This has contributed positively to increasing revenue. "

In particular, in the first 6 months of 2016, Hanoi tax authorities have deployed many solutions to support and solve difficulties for enterprises and taxpayers through many channels, including answering problems of enterprises in Hanoi both through phone calls or in writings, etc. The Taxation Department has organized the "Month of accompanying taxpayers to carry out tax finalization in 2016" at tax authorities at all levels. The event aims to provide direct guidance and receive documents directly at the headquarters of a number of enterprises, corporations and associations that have large volume of settlement documents.
The tax agencies are urged to monitor taxpayers’ tax declarations in a timely manner, to find out cases where taxpayers declare incorrectly and insufficiently to take corrective and suitable measures.
Difficult tasks ahead
With regard to recent achievements, Vice Chairman of Hanoi People’s Committee Nguyen Doan Toan acknowledges remarkable progress in tax payer support that matches the public’s expectation. Drastic actions on debt collection, as well as administration reform and IT application are focusing on creating favorable conditions for tax payers.
One of the remaining issues which need to be attended to is the low efficiency in tax collection from State owned enterprises, Foreign direct investment companies, personal income, etc. However, land use tax still contributes to approx. 76% of the total revenue in the first six months. “This is a foundation for us to increase our effort in tax collection for the last 6 months” – The vice Chairman emphasizes.
As concluded by Mr. Toan, difficult tasks still lie ahead from now on until the end of 2017. With this being said, the Ministry of Finance has requested Hanoi to attain and exceed the tax collection target of 8% and reduced debt of 11.9% to 6.9% by December 31, 2017. To achieve these objectives, tax agencies need to have a closer cooperation and support with enterprises, at the same time increasing the efficiency in its operation.
