After two months of piloting, iParking has been perceived warmly by both citizens and governmental agencies. Thus, the Hanoi Department of Transport proposed to the Hanoi People’s Committee to apply the iParking model to many other areas in the city.
On May 1, iParking was first launched in Tran Hung Dao and Ly Thuong Kiet street. The process of finding parking slots was initiated by MTV Limited Liability Company while CIS Investment Joint Stock Company piloted the project in the scope of 17 parking slots with 248 vehicles. According to statistics, by June 15, iParking has been used 56,000 times by vehicle owners to find parking slots. The total amount collected was over 500 million VND. 100% transactions were completed using banking cards or SMS payments. In particular, SMS payments reached more than 52,000 times (93%), while payments using domestic ATM cards or credit cards were used 3,800 times (7%).
Representatives of MTV Hanoi Parking Limited Liability Company state that: “The fact that 100% transactions were not completed using cash shows transparency and convenience for management agencies and citizens.” The Deputy Director of the Hanoi Department of Transport Ngo Manh Tuan evaluated iParking as a brand-new supporting and automatic application with a friendly and multi-functional backgrounds, making it convenient for users. iParking has shown to be transparent, advanced and civilized.

Ms. Le Thu Ha (Ha Dong) shares: “At first, I was very anxious to park at the spot designated by iParking on Ly Thuong Kiet street. But after some minutes listening to the guidelines, I was able to use the app without any difficulties. Tasks such as time counting and payment are conducted using a mechanical system, so I completely trust iParking.” Ms. Ha also thinks that the parking price at 15,000 VND per hour is not high. The modern model of iParking needs to be spread out and applied all over the city, particularly the central areas, so that people can use the app conveniently.
Continue finalizing services
Besides some first encouraging achievements, iParking still encounters various technological problems and issues concerning payment methods. Therefore, piloting units will modify and fixe these problems to finalize the product.
Representatives of MTV Hanoi Parking Limited Liability Company state that they have been collaborating with CIS Company to finalize the software. In addition, to make customers’ experiences become more convenient, they are looking for payment methods that are even easier and safer. Besides Viettel, Vinaphone and Mobifone, CIS Company has opened the pilot network for iParking to Vietnammobile as well. Also, the Hanoi People’s Committee has assigned the Hanoi Department of Information and Communication to work with the Vietnam Telecommunications Authority (the Ministry of Communication and Information) with regard to the issuance of different first numbers for Hanoi city to support all online public services of the city, including iParking. This issuance will reduce the cost of iParking. At the same time, the City allows the piloting time to extend until July 31 to complete the software and related documents, building a foundation to spread iParking to four central districts: Hoan Kiem, Ba Dinh, Hai Ba Trung and Dong Da.
The Hanoi Department of Transport assigned the Hanoi Department of Transport to initiate and collaborate with other related agencies. The Department needs to investigate all parking slots in existence and streets that meet the standards of operation and report to the City ways to adopt iParking model. The Department of Finance will be in charge of setting either an hourly or monthly price for parking and penalties for any violation cases. It is expected that the iParking model will be launched in four central districts: Hoan Kiem, Dong Da, Hai Ba Trung and Ba Dinh starting from October 1.
According to correspondents, in some locations of 2 piloting streets for iParking, there are still many occasions in which users do not pay or only pay partially. For example, in front of the gate of the National Agency for Science and Technology Information located at 24 Ly Thuong Kiet, cars park all over the sidewalks. Meanwhile, iParking parking spots are not in use.
