The Hanoitimes - Vice Chairman of the Hanoi People`s Committee Nguyen Doan Toan reported the realization of socio-economic tasks in the first half of the year and figured out tasks for the remaining months of this year at the the fourth meeting of the 15th municipal People’s Council.
According to Vice Chairman of the Hanoi People's Committee Nguyen Doan Toan, the socio-economic situation of the capital city witnessed positive progress in the first half of 2017.
The Hanoi's gross regional domestic product (GRDP) expanded 7.37 percent, of which, services increased by 7.42 percent; industry - construction increased by 7.55 percent; agriculture increased by 2.25 percent. Hanoi saw a year-on-year increase of 7.2 percent in the total sales of goods and services, in which retail sales went up 7.1 percent. The city’s export turnover was estimated at US$5,789 million, representing a year-on-year surge of 12.1 percent. Import turnover was estimated at US$ 14,233 million, up 20.7 percent compared to the same period last year. The city welcomes 11.85 million visitors, up 8 percent year-on-year. That figure included 2.3 million international arrivals, up 14 percent year on year.

Over the past six months, the local authorities have spared no effort to improve the investment and business environment; strengthen the application of information technology in business registration and tax declaration, create the most favorable conditions for enterprises. The rate of online business registration was 70 percent. Up to 98.04 percent of enterprises enrolled in e-tax payment.
The city has organized numerous event to promote investment and business environment, including: “Hanoi 2017 – Investment and Development Cooperation” conference, meeting with Canadian, Japan, Australia enterprises. Some departments, districts, such as Department of Taxation, Customs Department, Department of Justice, Department of Planning and Investment also held dialogue with businesses to remove difficulties, entanglements, and to promote production and trading.
With great efforts, Hanoi has recorded high appreciation through a list of indexes ranked among the best group in Vietnam. The Capital City ranked second in IT application in administrative reforms, ranked third in Public Administration Reform (PAR) INDEX 2016 and climbed to the 14th place in terms of the provincial competitiveness index among 63 provinces and cities nationwide.
The overview of the meeting
The city’s State budget collection reached more than VND102,490 billion, meeting 50.1 percent of the estimate for the year, increased by 18 percent compared to the same period last year; while total expenditure is estimated at VND26,883 billion, meeting 34.4 percent of the estimate for the year, increased by 14.4 percent compared to the same period last year.
Hanoi attracted an impressive amount of foreign capital over the first half of the year thanks to intensified efforts to improve competitiveness and the investment environment. The registered capital of investment projects outside the State budget reached VND190,922 billion, up 74.6 percent year-on-year. The total social investment capital is estimated to have reached VND117,282 billion, up 9.9 percent compared to last year.
Additionally, the city has basically completed a range of major transport works, such as the O Dong Mac - Nguyen Khoai flyover, Co Linh-Vinh Tuy Bridge flyover, etc. Urban management and development are enhanced; series of frame infrastructure works are implemented on scheduled. Effort is increased for urban landscape and order; pilot project on parking management with mobile phones (iParking) is launched in Hoan Kiem District; examination is conducted to tighten control and handle illegal, unregistered parking areas; illegal advertisement is severely punished.
The Year of Administrative Discipline 2017 campaign is further carried out in all levels and agencies, significantly improving civil servants’ sense, attitude and service quality. Special attention is paid to administrative procedures in registration and issuance of land use right certificate, society and culture, and social protection.
However, the Hanoi’ PAPI ranking dropped eight places as compared with 2015, at the 58th place out of 63 cities and provinces nationwide. To reach the yearly growth target of 8.5-9 percent, it is necessary for Ha Noi to achieve a growth rate of 9.5 percent in the last six months of this year.
In the time to come, the city will continue to review, amend and supplement mechanisms and policies in the direction of transparency; specifying responsibility of heads and agencies at all levels and sectors, thus striving to fulfill targets for the second half of the year; further implementing Year of Administrative Discipline 2017 campaign, improving the investment and business environment, enhance production and business in association with economic restructuring; speeding up the progress of disbursement for capital construction; seizing the opportunities of new investment, and take comprehensive measures to attract investments; Implement solutions to improve PAPI indexes, etc.
The city will improve its Public Administration Performance Index (PAPI) ranking with a focus on three weak indexes, including people's participation in public administration at grassroots level, transparency, and vertical accountability, she said. Additionally, the Provincial Competitiveness Index (PCI) ranking will also be improved, with a focus on the five indexes of market entry, access to land, transparency and access to information, fair competitive environment, and the dynamism and pioneering characteristic of the city’s government
Additionally, the city will focus on strengthening information technology application to the operation of state agencies, provision of public services; building, expanding and upgrading e-government development databases; removing difficulties in production and trading, especially administrative procedures, public services, loan interest rates, tax refund procedures; resolving the recommendations of the business, etc.
The forth session of the fifteenth Hanoi People’s Council convenes from July 7-9, discussing and passing 15 reports and 13 resolutions relating to local socio-economic development. The city will strives to complete the target of having an additional 22 communes recognised as new-style rural areas in 2017; speed up the progress of rural clean water supply projects; accelerate progress of restructuring enterprises, arrangement and equitization of state enterprises under the scheme approved by the Prime Minister.
Some of the issues to be discussed at the fourth session include transport management to ease traffic congestion and reduce environmental pollution in the 2017-21 period, kindergarten and general education tuition fees for the 2017-18 school year, as well as compensation and benefits for officials who meet with and handle citizens’ complaints and denunciations.
