Hanoi: arranging investment priority in irrigation projects

The Hanoitimes - The Hanoi Department of Investment and Planning has just proposed to review, arrange the investment priority in irrigation projects, phasing of investment for the 2017-2020 period and after 2020 to ensure suitability for ability to balance the capital’s budget as well as in sync with infrastructure system in the area.


According to Hanoi Department of Agriculture and Rural Development, at present, the capital city has a total of 1,972 pump stations; 15,082 canal routes with the length of 14,318.5 kilometers; 104 small and large water reservoirs; 116 dams in the area. In which, 75% of pump stations and 80% of reservoirs were built before 1990, so, through many years, the irrigation system has been downgraded seriously. Therefore, it is necessary for Hanoi to upgrade old irrigation items and build new ones as planned so as to better meet requirements of socio- economic development, contributing to improving local people’s living standards.

On the basis of recommendations, the capital city basically made an agreement with the situation, investment results of irrigation works in the report by the Department of Agriculture and Rural Development. Thanks to those figures reviewed and synthesized by the Department of Agriculture and Rural Development, Hanoi People’s Committee also granted a decision on approving the list of irrigation works which are invested and managed by the capital city as stipulated by law.
 
Implementing the direction of Hanoi People’s Committee, the Department of Investment and Planning cooperated with Departments of Agriculture and Rural Development, Finance and the Hanoi Agriculture and Rural Development Project Management Board to review, synthesize and give a report on starting the construction of 29 projects to Hanoi People’s Committee for its approval. So, the Department of Agriculture and Rural Development supplemented five new projects in comparison with the list of projects reported to Hanoi People’s Committee.

In addition, on the basis of the direction of Hanoi People’s Committee, the Department of Investment and Planning also suggested that Hanoi People’s Committee should assign the Department of Agriculture and Rural Development in collaboration with the Hanoi Agriculture and Rural Development Project Management Board to review, arrange the investment priority in irrigation projects, phasing of investment for the 2017 – 2020 period and after 2020 to ensure ability to balance the city’s budget, matching with planning and infrastructure system in the area; give reports to Hanoi People’s Committee for its consideration as stipulated by law.
